Criminal Series of the Clerks’ Manual Now Available

I am pleased to announce that the updated chapters in the Criminal Series of the Clerks’ Manual are now available.

The North Carolina Clerk of Superior Court Manual Series is a web-based collection of reference manuals for clerks of superior court and their assistants and deputies. While broad in scope, the manual series does not attempt to deal with all duties of the clerk. Instead, it primarily sets out the law related to judicial proceedings that clerks conduct.

The UNC School of Government (SOG) first published the North Carolina Clerk of Superior Court Procedures Manual in 1982. Subsequent editions followed in 1983, 1990, 1992, 2003, and 2012. These editions embody the work of many SOG faculty and staff. The 2022 version of the manual builds on these previous works but moves away from being a traditional print publication.

The new manual series is a web-based resource that is searchable, easy to navigate, provides links to forms and resources, and allows for more regular content updates. This version also divides the single, two-volume manual into a series of eight manuals organized by subject matter—one of which is the Criminal manual. The chapters found in the criminal series are:

  • Initial Appearance and Setting Conditions of Pretrial Release
  • First Appearance When Judge Not Available
  • Criminal Appearance Bonds: Taking and Releasing Secured Bonds
  • Bond Forfeiture
  • Duties of the Clerk in Extradition Cases

I’ve had the pleasure of updating each of the chapters in the Criminal manual series, and I couldn’t have done so without the work of the chapter teams comprised of clerks, North Carolina Administrative Office of the Courts (AOC) staff, and my SOG colleagues. The chapter team reviews the chapter draft, provides feedback, and offers practical insights about the subject of each chapter.

I would also be remiss if I didn’t give special thanks to my colleague Meredith Smith, the editor of the manual, for allowing me to assist in this capacity.

Access to the clerks’ manual website and the new and updated content is available to all North Carolina Judicial Branch users for free through the Judicial Branch intranet, Juno. All other users must purchase a subscription, and a unique link will be provided upon purchase. Access to the site can be purchased here. By maintaining a subscription, users receive access to new and updated content as soon as it is posted on the site.
